    14 January 2010 13:11:52 Figures show that hundreds ofeligible women and children within NHS Blackburn with Darwen are not signed up to Healthy Start – a government scheme that provides free fresh fruit, vegetables, milk and vitamins to families on low incomes and pregnant under 18 year olds.
